As you may already know, on March 23 Gov. Andy Beshear vetoed House Bill 312, legislation that threatens the Kentucky Open Records Act.
In his veto message, the governor observed:
"Transparency and accountability are critical for a well functioning democracy. The Kentucky Open Records Act has provided access to ensure the public's right to know how its government operates. House Bill 312 does not live up to that standard."
Noting that HB 312 shields records of the Legislative Branch from public scrutiny — making that branch the final "judge of what records it should produce" — and denies nonresidents access to public records, Governor Beshear forcefully stated, "I am vetoing HB 312 because it defeats the entire purpose of the Kentucky Open Records Act."
