The Kentucky Attorney General issued the following open records decisions last week:

1. 21-ORD-121 (In re: Jeremy Henley/Kentucky State Penitentiary)

Summary: The Kentucky State Penitentiary did not violate the Open Records Act when it provided records it deemed responsive to an open records request, when it denied a request for information, or when it was unable to produce records that did not exist in its possession.

2. 21-ORD-122 (In re: Christopher Morningstar/Northpoint Training Center)

Summary: The Northpoint Training Center did not violate the Open Records Act when it did not provide records that are exempt from inspection under the Prison Rape Elimination Act.

3. 21-ORD-123 (In re: James Adams/Louisville Metro Police Department)

Summary: The Louisville Metro Police Department violated the Open Records Act when it failed to explain how an exception to the Act permitted it to deny inspection of a record.

4. 21-ORD-124 (In re: Torrey Cross/Kentucky State Penitentiary)

Summary: The Kentucky State Penitentiary did not violate the Open Records Act when it denied an inmate's request for records from the JPay email service.
