It shows a shocking contempt for the Kentucky Open Records Act that the Kentucky Attorney General thinks it can be so easily avoided. The reality is that regardless of the device used, regardless of the email account used, if a public official or employee communicates about public business, the communication is subject to the Open Records Act.
