This is how bad law flies under the radar. HB 312, "AN ACT relating to financial institutions" is a mule for egregious legislation aimed at limiting the use of the open records law to Kentucky residents and, separately, aimed at facilitating LRC/GA avoidance of accountability by making it the ultimate arbiter of records access. Shameful!
I was making a Zoom presentation to advance open government as this shameless crew was seeking to covertly undermine it.
This is a renewed—and very serious—threat to Kentucky's law. Again, we ask: Will we abandon our 45 year old law or will we preserve our current law which mirrors the vast majority of state public records laws and recognizes that the value of our records does not stop at the KY state line?
