Because attorneys’ and chiropractors’ constitutional challenge to KRS 189.635 failed, thus generally keeping state police accident reports confidential from them, their simultaneous constitutional challenge to KRS 61.874 over the amount they were being charged for copies of those reports was moot since they were no longer entitled to receive them at all.
