Closed meeting of fiscal court with county attorney to discuss draft of a proposed county ordinance prepared by the county attorney which would permit electioneering near the polls was illegal under the Kentucky Open Meetings Law; however, discussion at meeting of the implied threat of legal action by organized political group was not illegal.
