County did not violate the Kentucky Open Meetings Act, specifically KRS 61.820 and KRS 61.840, in passing a county occupational tax ordinance at a meeting held in the county courthouse during a festival held on the courthouse square, even though the date and location of the meeting might not have been the most convenient time and location to hold the meeting; the fact that a large number of citizens attended the meeting proved that the time and location were not inconvenient, and there was nothing to indicate that persons wishing to attend or participate in the meeting were effectively prevented from doing so.
