Open Records Decision

This matter having been presented to the Attorney General in an open records appeal, and the Attorney General being sufficiently advised, we find that Luther Luckett Correctional Complex (LLCC) properly relied on KRS 197.025(2), incorporated into the Open Records Act by operation of KRS 61.878(1)(l), in denying John Byrne's request for a copy of the current LLCC Inmate Canteen Contract. We believe that 98-ORD-150, as it relates to the 1998 amendments to KRS 197.025, is controlling. A copy of that decision is attached hereto and incorporated by reference. Accordingly, we find that LLCC properly denied Mr. Byrne's request.

LLM Summary
The Attorney General's decision upheld the denial by the Luther Luckett Correctional Complex of John Byrne's request for a copy of the current LLCC Inmate Canteen Contract. The decision followed the precedent set in 98-ORD-150, which interpreted the relevant statutes to justify the denial of the request.
