In your letter of October 26 you seek an opinion as to the effective date of ordinary legislation enacted during the 1987 special session of the General Assembly that adjourned sine die Thursday, October 22, 1987.

In response to the above, we are of the opinion that ordinary legislation adopted at the 1987 special session of the Kentucky General Assembly will become effective January 21, 1988.

In determining the effective date of ordinary legislation, October 22, the day of adjournment, must be excluded which means that January 20, 1988 would be the 90th day following adjournment which day must be included in computing the 90-day period of time provided for in Section 55 of the Constitution, thereby making all ordinary legislation effective January 21, 1988. With respect to the method of computation, we refer you to OAG 72-195 and KRS 446.030.
