In your recent letter to this office, you asked whether a moped operator must have a driver's license. The answer is yes.

KRS 186.410 states as follows:

Every person . . . shall before operating a motor vehicle or moped upon a highway secure an operator's license as provided in this chapter. (Emphasis added).
