KRS 67.045(4), as amended by H.B. 59, provides in part that the fiscal court shall appoint three (3) competent citizens of the county as commissioners to reapportion the county into not less than three nor more than eight justices districts.

Your question: "Is KRS 67.045 as amended by H.B. 59 governed by the provisions of KRS 67.710(8)? In other words, does the county judge executive appoint with the approval of the fiscal court the commissioners to reapportion the county, or is the appointment made by the fiscal court as a body?

The appointment of the reapportionment commissioners is by the fiscal court as a body only. KRS 67.710(8), relating to appointments by the county judge executive with approval of fiscal court, does not apply. Here the specific statute, KRS 67.045, governs over the general statute, KRS 67.710.
