This is in answer to your letter of June 16 in which you raise the following question:
"Does an ordinance passed by the City Council of a Fourth Class City need be published in the local newspaper to make it effective under the Kentucky Revised Statutes, Chapter 424?"
All ordinances of cities of the fourth class must be published in a local newspaper qualifying under Ch. 424 KRS before the ordinance becomes effective. This is provided for under the present statute, namely KRS 86.090 (4), and under the statute which will supersede this statute on July 15, namely KRS 83A.060 (9) which reads in part as follows:
"Except in cities of the first class, no ordinance shall be effective until published pursuant to Ch. 424 KRS . . ."
