This is in answer to your letter of March 14 in which you desire to know the effective date of legislation enacted during the 1978 Regular Session of the Kentucky General Assembly.

In response to the above question, we are of the opinion that ordinary legislation enacted at the 1978 Regular Session of the Kentucky General Assembly will become effective on June 17.

March 18, the day of adjournment, must be excluded, which means that June 16 would be the 90th day following adjournment which must be included in computing the 90-day period of time, thereby making all ordinary legislation effective on June 17. Concerning the method of computation, we refer to OAG 72-195, a copy of which we are attaching.
