You ask: Is it legal for the county judge/executive to appoint an administrative assistant.

If the fiscal court creates such a position by ordinance, then the county judge/executive, with the approval of the fiscal court, may appoint some one to such position. KRS 67.710(8).

Question No. 2:

"Does the district judge have the authority to take our executor's bond book or administrator bond book from the county clerk's office and surrender it to the circuit clerk?"

The answer is yes, since the district court has exclusive jurisdiction of uncontested probate matters [wills and settlement of estates]. See KRS 24A.120. Duplicates of all probate records are required to be filed and recorded in the county clerk's office by the personal representative.
