You have appealed to the Attorney General the denial of inspection of certain public records by Kentuckiana Regional Planning and Development Agency (KIPDA). The documents you requested to inspect are KIPDA's 1977-78 final budget, position description and salary of each KIPDA employee. By letter of October 6, 1977 KIPDA responded that you would be allowed to inspect the current budget, staff job descriptions and concomitant salary ranges for positions in the agency. In a telephone conversation on October 12, 1977 Mr. Neil Farris, Executive Director of KIPDA, advised this writer that you would be allowed to have all the information in said records except the salaries of named individuals.

OPINION OF THE ATTORNEY GENERAL

In accordance with KRS 61.880, the Attorney General gives the following opinion:

It is our opinion that you are legally entitled to inspect the above-named records and that your inspection can include the name, position, work station and salary of all employees at KIPDA. In OAG 76-717 we said:

"The public is entitled to know the name, position, work station and salary of state employees. These are matters in which the public has an interest since state employees are carrying on the public's business at public expense. However, a state employee is entitled to privacy as to his personal life, including his home address." [See KRS 61.878(1)(a).]
