You state that you desire increasing the hourly wage of your park supervisor to that of your road supervisor and were told that the change could not occur after May when the budget was made up.

These officers are not constitutional officers nor deputies or assistants of constitutional officers, so they would not fall under the limitation of KRS 64.530(5). They are, instead, statutory officers.

Assuming that the increase is reasonable and effected within the budgetary procedure authorized by KRS Chapter 68, we see no legal impediment to increasing the hourly wage of your park supervisor.
