You have requested an opinion of the Attorney General on three questions pertaining to the Kentucky Open Meetings Law, KRS 61.805-61.850. We will answer your questions seriatim.

(1) Is it necessary that a schedule be established for the meetings of established councilmatic committees and sub-committees?

The answer is yes KRS 61.820

(2) Does public notice have to be given of meetings of councilmatic committees and sub-committees?

If times for regular meetings have been established and announced to the public, it is not necessary to give notice before a regular meeting. When special meetings are called it is required under KRS 61.805 that written notice must be delivered personally or by mail to then member of the committee or agency and to each local newspaper each news service, and each local radio or television [Illegible Word] which has on file with the agency a written request [Illegible Word] of special meetings. Such a notice must be received [Illegible Word] persons or media agencies 24 hours before the [Illegible Word] the meeting is set. Under emergency circumstances the [Illegible Word] notice may be replaced by such notice as is reasonable mder the existing circumstances.

(3) If notice must be given, what form should this take with regard to the general public?

The requirement of notice to the public is satisfied by giving notice to the media as indicated above. KRS 61.825.
