Using information obtained through the open records law, The State Journal offers "the first installment of a series on salaries at four large local public agencies — Kentucky State University, the City of Frankfort, Franklin County government and the Frankfort Plant Board."

In an early opinion, the Attorney General recognized that "[a]mounts paid from public coffers are perhaps uniquely of public concern. The public is entitled to inspect records documenting exact amounts paid from public monies, to include amounts paid for salaries."
