Tales of buried public records and public records stored in the leaky basements of personal residences and the trunks of cars echo through the halls of the Kentucky Department for Libraries and Archives.

Occasionally, a public official — jailers and coroners in particular — treat records of the public office they hold as their own and illegally remove them.
