The State Journal prevails in an open records dispute with the City of Frankfort involving a letter transmitted by a public official concerning public business — minus some of the "earmarks" of a public record. The victory is welcomed, but the Attorney General's focus on the official's use of her official email account — rather than her personal account — as a controlling factor continues to raise concerns.

A public record is a public record even if transmitted by passenger pigeon.
