Regarding MuckRock -- referenced in the metadata post below -- and it's mission, the attached link describes the organization's mission and methodology.

MuckRock assists records requesters and post the results, both unsuccessful and successful. In the latter case, MuckRock also posts the records it obtained.

Some of its description of Kentucky's open records law is dated and therefore not 100% accurate. For example, in its "State of State Public Records Laws," it identifies only 13 exceptions to the open records law. https://www.muckrock.com/project/state-of-state-public-records-laws-332/

Although no new exceptions were added to our law this year — after two stalled attempts and a last minute failed attempt to carve out an exception for records of the Department of Revenue that Kentucky's Supreme Court had declared open and accessible late last year — there are currently 16 exceptions to our law. Two exceptions were added in 2018, the first for records relating to public procurement (unfortunate) and the second for purely personal communications (unnecessary).
