In a "recklessly overbroad" reaction to the pandemic, Hawaii's Governor David Inge has suspended the state's open records and meetings laws. Critics declare, "In crisis, we must reaffirm, not abandon our most basic democratic principles. When government boldly declares that it will hide information and conceal decision-making, rumor, innuendo, and special interests thrive, while democracy withers."

Meanwhile, Kentucky's Governor Andy Beshear signed SB 150 into law on March 30. In part, the bill temporarily modifies the open records and meetings laws by:

• extending the 3 business day deadline for agency response to an open records request to 10 days;

• permitting agencies to restrict onsite inspection of public records;

• authorizing "live audio teleconferencing" as an alternative to "live video teleconferencing;"

• describing the content of special meeting notices for audio or video teleconferenced meetings.

These modifications will end, and the open records and meetings laws will be fully restored, when the emergency declaration is lifted.
