Pennsylvania's Supreme Court rules that school bus video of a physical education teacher shoving a child against the bus' padded barrier then lifting the child and slamming him down into a school bus seat *is a public record* and must be disclosed.

The Court rejected the school system's claim that the video was a FERPA protected "education record."

This is a clear indication that the federal law aimed at protecting student "education records" does not extend protection to adult "bad actors," administrators, teachers, or SROS, who assault (or otherwise wrongfully victimize) students.

And it is another nail in FERPA's coffin. Take heed, Kentucky school districts!
