Open records audits are a useful tool in determining the level of compliance with state open records laws. The results of the 2004 Kentucky audit referenced in this article exposed serious deficiencies in public agency responses. Since public agency resistance to, and the level of compliance with, the open records law has generally deteriorated in the intervening years, it's hard to imagine what the results would be if an audit was conducted in 2019.
