1. 19-ORD-168 (Jefferson County)

University of Louisville violated KRS 61.880(1) by failing to respond to a request for public records for 81 days. The University failed to properly invoke KRS 61.872(5), failed to provide a statutorily adequate explanation of the cause for the delay, and subverted the intent of the Open Records Act within the meaning of KRS 61.880(4).

2. 19-ORD-169 (Barren County)

Barren County Detention Center ("BCDC") cannot provide a nonexistent policy for inspection or copying and its ultimate disposition of the subject request is affirmed on that basis. BCDC initially violated the Open Records Act in failing to either comply with all requirements of KRS 61.880(1), or properly invoke KRS 61.872(5), if appropriate, by citing that provision, giving a detailed explanation of the cause for delay, and specifying the date when the record would be available.

3. 19-ORD-170 (Jefferson County)

Jefferson County Coroner's Office did not violate the Open Records Act in its disposition of a request for information on how to submit a request for records regarding names and ages of suicide victims.
