1. 20-ORD-027 (Lyon County)

The Lyon County Coroner's Office ("Coroner's Office") did not violate the Open Records Act ("Act") in failing to respond to an open records request mailed to an incorrect address. The Coroner's Office met its burden of proof regarding the nonexistence of responsive records.

2. 20-ORD-028 (Franklin County)

Kentucky Department of Veterans Affairs ("KDVA") violated the Open Records Act ("Act") by providing summaries rather than copies of the public records and because its response failed to affirmatively state responsive cellphone records did not exist. KDVA's written response delaying access to complaints and grievances failed to comply with KRS 61.872(5), but the delay was ultimately justified.

3. 20-ORD-029 (Lyon County)

Western Kentucky Correctional Complex ("WKCC") met its burden of proof and properly relied upon KRS 197.025(1) to deny an inmate request for an institutional search logbook.

4. 20-ORD-030 (Jefferson County)

Louisville Metro Human Relations Commission ("Commission") failed to issue a timely written response, per KRS 61.880(1), but its delay in producing records was justified under KRS 61.872(5). The Commission met its burden of proof that some requests were improperly framed and created an unreasonable burden.
