1. 19-ORD-206 (McCracken County)

City of Paducah's initial responses to request were both procedurally and substantively deficient; analysis of KRS 61.880(1) and 61.872(5) found in 19-ORD-121, a prior decision involving the same parties, is dispositive. The City did not violate the Act in denying access to nonexistent telephone logs.

2. 19-ORD-207 (Oldham County)

Kentucky State Reformatory violated Open Records Act by failing to conduct a search for all staff e-mails concerning a particular inmate over a one-month period; the facility failed to show that request posed an unreasonable burden by clear and convincing evidence. Facility did not violate the Act by not producing nonexistent records, not fulfilling duplicate requests, or redacting material that did not specifically refer to inmate or that referred to inmate conflicts, secured policies and operations, or other individuals' medical information.
