1. 20-ORD-073 (Oldham County)

Luther Luckett Correctional Complex ("Complex") violated the Open Records Act ("the Act") by initially failing to explain the security risk connected with disclosure of e-mails to an inmate, but justified its denial on appeal under KRS 197.025(1).

2. 20-ORD-074 (Franklin County)

The Office of the Governor ("Governor's Office") did not violate the Open Records Act ("Act") in denying an open records request based on the nonexistence of documents responsive to the request. The Governor's Office discharged its duty under the Act in conducting a reasonable search and notifying the requester in a timely written response that no records were located.

3. 20-ORD-075 (Franklin County)

Kentucky State Police ("KSP") violated the Open Records Act ("the Act") by failing to respond to an open records request within three business days. However, KSP did not violate the Act in denying the request as one for information.

4. 20-ORD-076 (Campbell County)

Newport Police Department ("NPD") violated the Open Records Act ("Act") by failing to respond timely to a request for records.
