The Office of the Kentucky Attorney General issued the following Opinions and Open Records/Open Meetings Decisions last week. The summaries are listed below.

1. 20-ORD-077 (Muhlenberg County)

Green River Correctional Complex ("Complex") did not violate the Open Records Act ("Act") by denying a request for a record it did not possess.

2. 20-ORD-078 (Franklin County)

The Office of the Governor ("Governor's Office") violated the Open Records Act ("Act") by failing to timely and fully respond to an open records request relating to the Governor's mansion.

3. 20-ORD-079 (Muhlenberg County)

The Office of the Attorney General cannot adjudicate a dispute regarding a disparity, if any, between records that a requester seeks and those provided by the agency. Therefore, this Office cannot conclude that the Green River Correctional Complex ("Complex") violated the Open Records Act ("the Act")

4. 20-ORD-080 (Fulton County)

Fulton County Detention Center ("the Center") did not violate the Open Records Act ("the Act") when it denied an inmate's request for records that did not contain a specific reference to him.

5. 20-ORD-081 (Muhlenberg County)

Because this open records appeal was not initiated within 20 days of the agency's denial, the appeal is time-barred under KRS 197.025(3).
