In New Mexico, child welfare officials regularly destroy public records, declaring:

"We destroy records every day because we have to; otherwise, we'd run out of space."

Child advocates respond: "In order to keep the children safe, we need to have access to all the information. To have the state routinely deleting any sort of communications is outrageous."

Kentucky knows a bit about child welfare officials' recalcitrance in the face of demands for transparency.
