Mounting evidence of the Frankfort City Commission's purpose to avoid the requirements of the open meetings law in conducting a series of less than quorum meetings to discuss dismissal of the city manager.

Last week, the attorney general found that although the mayor and two commissioners engaged in conduct prohibited by the open meetings law, there was insufficient evidence in the record on appeal to conclude that the commissioners' and the mayor's purpose was to circumvent the requirements of the open meetings law.
