"If police departments around the state want to truly put action behind their words about looking at use of force, then they need to make the records available for free to the public so they can look at what's been happening,'' Deborah Fisher, Executive Director of the Tennessee Coalition for Open Government, said.

"It's very frustrating because you're trying to get to the facts. And if they're going to hide the facts through fees and costs and delays— months sounds like — then, you know, how is that transparency? How is that progress?''
