Looks like Kentucky isn't the only state where full page redaction of public records is a regular practice.

We've got California beat if only in terms of number of pages redacted — 466 v. 12 — but I'm not sure the Finance and Administration Cabinet took the time to redact margins.

And records requesters in Kentucky do not take the practice sitting down.
