"Lawmakers say the bill will likely change a bit more before receiving a vote on the Senate floor, which could happen as early as Thursday."

And so it did. By a vote of 21-11, HB 312 passed out of the Senate and will return to the House fir approval of Senate changes.

Contrary to Senate State and Local Government Committee Chair Robby Mills' statements suggesting otherwise, the Kentucky Open Government Coalition remains vigorously opposing to the primary components of the bill. These consist of a residency requirement for use of the open records law and legislative immunity from judicial review of denials of public records requests.

Had the committee permitted us to complete our testimony, this would have been abundantly clear.
