The Kentucky Press Association says House Bill 309 — a bill that would indirectly give subpoena power to Louisville's new police civilian review board — will severely limit its power and authority to provide meaningful oversight.

The bill "is styled to promote transparency and accountability but instead will severely limit the effectiveness of the board by forcing it to conduct business in private, prohibiting it from sharing its opinions with the public and by stifling its investigative authority."

HB 309 was posted to the Local Government Committee (H) on February 22.
