1. 19-ORD-164 (Jefferson County)

University of Louisville did not violate Open Records Act by withholding identities of students disciplined upon allegations of violent crimes or nonforcible sex offenses under KRS 61.878(1)(a), where no public interest is disclosure of identities was shown to outweigh students' privacy interests, but the University did violate the Act by untimely responding and failing to cite an exception to the Act.

2. 19-ORD-165 (Floyd County)

City of Martin subverted the intent of the Open Records Act by failing to respond to a written request for records, failing to provide a detailed explanation of the cause for delay in producing the requested records, and failing to provide a date certain for providing the records.

3. 19-ORD-166 (Franklin County)

Kentucky State Police did not violated the Open Records Act in denying a request for all photographs taken during the investigation of a specific accident, relative to which KSP has not declined prosecution, because it ultimately provided adequate specificity to justify its denial under authority of KRS 17.150(2)(d), incorporated into the Open Records Act by operation of KRS 61.878(1)(l).
