An interesting legal challenge alleging that the Putnam County, West Virginia Board of Education violated the West Virginia Open Meetings Law by conducting a single secret meeting of a quorum of board members or a series of secret meetings in reaching the decision to keep Putnam County Schools open while teachers conducted a two day education strike.
