The New York Daily News reports:

"New York Governor Hochul is attempting to let some sunshine into state government.

"The governor unveiled new transparency plans Thursday from more than 70 state agencies and public authorities and promised changes to how Freedom of Information Law requests will be processed and fulfilled in the Empire State.

"'From Day One, I've been committed to restoring New Yorkers' faith in their government by improving transparency and increasing accountability,' Hochul said in a statement. 'The changes we're announcing today bring us closer to creating the kind of government that New Yorkers deserve, and we'll continue to build on this progress.'

"In a marked change from previous administrations, state agencies will no longer be required to send FOIL responses to the Executive Chamber for review. Instead, FOIL requests will be processed directly through an agency's general counsel.

"Agencies will also be required to take immediate steps to identify and publicly post frequently requested documents and documents that have public significance, so interested parties can find relevant information without needing to file a FOIL request.

"A new website makes the transparency plans from state agencies publicly available. Many outline steps such as overhauling websites, conducting statewide listening tours and expanding language access as ways to increase transparency."

It is virtually unimaginable that similar substantive changes aimed at enhancing the public's right to know will be implemented now, or in the future, in Kentucky.
