Forward Kentucky identifies another new law aimed at promoting accountability that takes effect today.

SB 6 obligates lobbyists working within the executive branch of state government to report to the Executive Branch Ethics Commission what they are paid to secure — in the words of the bill's sponsor, Senator Robert Stivers (R-Manchester) — "hundreds of millions of dollars in contacts and bids."

Executive Branch lobbyist are already required to register with the Commission, but the new law imposes the same duty to report their fees that existing law imposes on legislative lobbyists registered with the Legislative Branch Ethics Commission.

An article that appeared in the Lexington Herald-Leader during the legislative discussion of the bill identifies recent incidents that provided impetus for the bill.

SB 6 passed both chambers with no opposition and is a proactive — albeit, long overdue — measure aimed at promoting open (and better) government.
