Every Monday, the Kentucky Open Government Coalition passes along the previous week's Open Records/Open Meetings Decisions from the Office of the Kentucky Attorney General. Here is today's post. The summaries are listed be;pw. To read the full text in each case, go to: https://ag.ky.gov/Priorities/Government-Transparency/orom/Pages/2020-OR…

1. 20-ORD-024 (Pulaski County)

Office of the Pulaski County Judge/Executive ("OCJE") failed to make timely disposition of requests for a record, but OCJE was not required to provide a record that did not exist.

2. 20-ORD-025 (Franklin County)

Kentucky State Police ("KSP") did not violate the Open Records Act in denying a broadly framed request relating to CAD reports because the request did not "precisely describe" the records sought, as required by KRS 61.872(3)(b).

3. 20-ORD-026 (Jefferson County)

Louisville Metro Police Department ("LMPD") violated the Open Records Act ("Act") in redacting police officer witness information and withholding surveillance video and an officer entry log. However, LMPD otherwise met its burden of proof that responsive photographs did not exist, that redacting the identities of uncharged suspects was justified, and that certain records were exempt as preliminary drafts that were not adopted by the agency in taking final action.
