The Department of Kentucky State Police is not alone in purposeful obstruction of open records requests. Nor is the department's practice of hauling requesters into court who are successful against them on appeal to the attorney general. It is, sadly, an all too common practice across state and local government.

This 2018 report by WDRB is, however, pertinent to a report we posted yesterday and a follow up we will post today. Today's post will focus on one woman's long and hard fought battle to obtain records relating to her daughter's disappearance in 1995–a case that remains unsolved and the records, in KSP's view, unavailable for public inspection.
