"A culture of accountability, transparency and compliance set forth and modeled by the KSU Board of Regents and executive leadership is key to ensuring these issues do not reoccur," the Council on Post Secondary Education report states.

It is difficult to reconcile this statement with KSU's, it's board's, and it's Foundation's continuing disregard for the requirements of the open records and meetings laws (and apparent disinterest in improving its performance).

It is also difficult to reconcile with the decision to terminate staff regent Chandee Felder in the immediate aftermath of her public disclosures about the university's financial crisis and mismanagement.

The necessity of promoting a "culture of accountability, transparency and compliance . . . modeled by the KSU Board of Regents and executive leadership," begins with a commitment to strict adherence to Kentucky's open records and open meetings laws. Adherence to these laws begins with understanding of and appreciation for these laws. Understanding and appreciation for these laws begins with long overdue education about these laws.
