Additional information about Rep. John Blanton's pre-filed bill aimed at excluding the first and last names of, and personal information relating to, judges, prosecutors, and law enforcement officers from the open records law, criminalizing dissemination of the information, and requiring redaction of the information in publicly accessible agency records systems.

The Appalachian News-Express reports that Blanton states:

"he was approached by the Kentucky Administrative Office of the Courts to file the bill. It was modeled after Daniel's Law, he said, which was legislation passed in New Jersey this year that protects the home addresses and telephone numbers of judges, prosecutors and law enforcement officers from public disclosure. The law was named in honor of U.S. District Court Judge Esther Salas' son Daniel Anderl who was shot, along with Salas' husband Mark, in their New Jersey home by an individual who allegedly found Salas' home address online and posed as a FedEx driver before entering the judge's home. Daniel was killed in the attack."

It is important to note that Daniel's Law does not exclude the names of these public servants from the application of New Jersey's public records law.

Additionally, it is important to note that since the enactment of the Kentucky open records law, personal information relating to public officials and employees — such as home address, home telephone number, social security numbers, marital status, dependents, etc. — has been shielded from public disclosure by the privacy exception to the law.
